Internet Learning Support Programme - ILSP

The Boys’ & Girls’ Clubs Association of Hong Kong has long concerned about the learning and growth of children from low-income families. The Association participates in researches and advocacy works so as to influence the enactment of policies which are beneficial to children’s learning. Since 2005, the Association has actively been in response to Policy Address and Budget, as well as attended Legislative Council meetings, raising the needs to support children from low-income families, in which one of the policies that offering children from low-income families with internet access allowances was ultimately accepted by the government. Announced in the 2010-2011 Policy Address and Budget, the government suggested offering internet access allowances and implementing the Internet Learning Support Program which assisted students from low-income families to perform online learning at home. And the
allowances had been granted to those beneficiaries in August 2010.

The concerned program involves three hundred thousand low-income families, comprising recipients of Comprehensive Social Security Assistance (CSSA) Scheme and the School Textbook Assistance Scheme (full grant & half grant). It aims at helping eligible families to purchase affordable computers and Internet services, and providing them with technical support and counseling. As recommended by the government, the whole territory is divided into two geographical areas (eastern & western regions) accordingly to the distribution of low-income families. and the Association is responsible for the eastern region of Hong Kong, which includes:

¨ Kowloon City

¨ Sai Kung

¨ Hong Kong Island (East)

The Association is one of the two core implementers, and is responsible for the community support and training work of the concerned project, such as setting up Customer hotline, regional I-learning stations and developing online learning courses, etc.
