Service Introduction
District Youth Outreaching Social Work Team directly communicates and establishes connection with children and youth aged 6 to 24 who are detached from conventional social or youth activities and are vulnerable to undesirable influences. Our outreaching social workers approach young drifters in their frequent hangout spots such as internet cafes, sports grounds, parks, stores, residential estates and amusement arcades.
Target Service UsersYoung people aged 6 to 24 and their families, most of them are
- Higher life crisis index,
- Being in an unfavorable environment,
- Being alienated from normal social groups and easily affected by adverse factors and
- Communities that do not know how to actively seek services.
Objectives- Attend to the conditions of outreached children, young people and their families
- Guide them to develop towards a fruitful life, and enhance their abilities to overcome difficulties
- Cultivate positive social values and attitudes, and strengthen their roles in society
- Assist children and young people in establishing self-affirmation and self-identity

- Case-based counselling services supplemented with diverse campaigns to facilitate positive life experiences among outreached youth

- The team combines efforts from 3 service units including Kwun Tong District Youth Outreaching Social Work Team, Kwun Tong Overnight Outreaching Service and Wong Tai Sin Overnight Outreaching Service.
- Day-through-night operation
- According to the needs of young people in East Kowloon, outreaching social workers work on a flexible schedule to provide counselling and referral services, support and a diverse range of activities among others.

Service Introduction
Guided by a “life-oriented” principle, the Young Night Drifters Service (Kowloon East) believes that “there is a path for every life”, and that “every life needs the companionship of another life”. The Service goes into community, visiting internet cafes, sports grounds, parks, stores, residential estates and amusement arcades, to directly communicate with children and youth aged 6 to 24 who are detached from conventional social or youth activities and are vulnerable to undesirable influences, and those who are experiencing difficulties in life or mental distress, in order to better understand their needs.
Target Service UsersYoung drifters gathering in Kwun Tong and Wong Tai Sin districts in late hours, as well as their parents, who usually:
- face greater risks of life crises with low behavioural attachment
- live in unfavourable conditions lacking resources
- are detached from normal social community and prone to vile influences
- are in need of help yet will not/do not know where to actively seek assistance.

Features- Overnight services and hotline:
- Tuesdays to Saturdays 10:00p.m.-3:00a.m. (may extend to 6:00a.m. if necessary)
- Actively visit youth hangout spots to effectively reach out to young people, establish connections and identify service needs, handle any immediate crises, organise activities or provide counselling services
- Late night operations and day-time programmes
- Operate in night shifts to meet young people’s needs and establish connections with them, and subsequently organise day-time programmes beneficial to their development
- Case-based counselling
- Provide short-term case-based counselling for young people as necessary, encouraging them to seek changes and help to respond to academic, employment and personal developmental challenges
- Referral Services
- Assist in connecting and referring cases to relevant service resources as appropriate

Service Introduction
Qingfeng.com provides timely counseling and support to young people who have been arrested or received by the superintendent and their families/guardians/peers.
Target Service Users- Juveniles aged 10 to 18 who are arrested and their family members/peers.
- Juveniles aged 10 to below 18 who are subjected to the Police Superintendent’s Discretion Scheme, and their family members/guardians/peers.
Objectives- Juveniles who are arrested and their family members/peers:
- Support the family with crisis intervention and counselling to go through judicial prosecution process.
- Strengthen the family relationship in order to build up mutual trust and support.
- Juveniles who are subjected to the Police Superintendent’s Discretion Scheme, and their family members/guardians/peers:
- Strengthen the awareness of law-abiding, reduce the opportunity of recidivism and establish a positive life style of youths.
- Develop the potential, reconstruct self-confident and build up positive value of youths.
- Strengthen the interpersonal and family relationships, increase mutual support and trust relationship, integrate into the community.

Service Introduction
Adopting an online-community-based and net-generation-oriented approach, Nite Cat Online (Cyber Youth Support Team) utilises Information Technology (IT) and communication tools to provide online and offline counselling, personal growth groups, training on digital creativity and talent development for youth in disadvantaged conditions. Nite Cat Online also establishes interdisciplinary collaborations with community stakeholders and organisations to promote social inclusion and create a youth-friendly environment for the net-generation.

Objectives- Re-build the bridge between marginalised youth and society by providing youth-focused services
- Provide online and offline (O&O) strength-oriented services and support to assist young people in developing their potential
- Enhance synergies among online outreach efforts and mainstream youth services to respond to new challenges brought by the net-generation
Features- Bridge the gap between services and their target users by facilitating online youth service efforts to effectively search for new service targets
- The net-generation may be experiencing mental distress, poor interpersonal relationships, sexual doubts and challenges in growth and adjustment, yet many do not seek help. The Service bridges the gap between our services and their target users, providing youth in need with simple tools to reach for support. The team finds that 81% of its service users had never received any kind of social services in the past.
