Service Introduction
"SAIL" Early Child Development Centre (Tung Chung) has provided special child care center and early education and training center services since January 2020. "SAIL" is committed to walking with parents, so that children can get the best development in a Supportive, Appreciative, Interesting & Loving environment and guide them to set sail happily in the learning process , Step forward to grow.
Target Service Users- Early Education and Training Center (EETC)
- Children with developmental disabilities from birth to 6 years old
- Children with special needs aged 2 to 6 who are still waiting for pre-school rehabilitation services (such as special child care centers or kindergartens cum childcare centre)
- Special Child Care Center (SCCC)
- For moderate and severely disabled children from 2 to 6 years old
Objectives- Through diversified and intensive individual and group training in different aspects like occupational therapy, physiotherapy, speech therapy, training on basic skills. SAIL helps children with developmental obstacles from birth to 6 years old to develop their potential, overcome obstacles, build self-confidence and integrate into the community.
- Assist parents/guardians/family members to understand the growth needs of children, and to understand and master the skills of caring for children.
Scope of Service- Professional assessment and training services
- Developmental and therapeutic groups
- Children and parents counselling services
- Parental support and community education (parent consultation, seminars and workshops, site visits, sharing sessions, family activities, parent support groups)
- Parent resources service (provide books, toys and teaching materials for borrowing)
- Temporary child care service
- Outreaching service

Service Introduction
Allowing young children with special needs to receive timely and necessary support is essential to their golden age of development. Subvented by the Social Welfare Department (SWD), BGCA thus launched the “SMILE” On-site Pre-school Integrated Services in 2015. The Service currently dispatches 5 teams to provide on-site rehabilitation services at various locations, benefiting 49 kindergartens and nursery schools.
Target Service Users- Students aged below 6 on the waiting list of Social Welfare Department (SWD)’s central referral system are given priority. (only applicable to school children participating in BGCA’s “SMILE” On-site Pre-school Integrated Services)
- Students aged below 6 waiting for assessment by Child Assessment Centres from the Department of Health or Hospital Authority (only applicable when vacancies are available, where the Service will mobilise up to 10% of its capacity to serve this target group, provided prior approval from the SWD is obtained)
- Teachers, childcare workers, parents and caregivers of these children
Objectives- Early Intervention：
- Provide diverse, one-stop services at school and centres, offering early intervention services to eligible school children
- Home-School-Community Collaboration：
- Design tailored training programmes for schools to enhance teachers’ knowledge and skills to identify and care for students with special needs
- Provide diverse support to parents and caregivers on fostering positive attitudes and enhancing their skills to accept and adapt as they care for their children
FeaturesInterdisciplinary professional teams provide one-stop early intervention services:
- Consist of social workers, clinical/educational psychologists, speech therapists, occupational therapists, physiotherapists and special childcare workers, our interdisciplinary service teams provide on-site services, centre-based training and community support for pre-school children with special needs.
Scope of Service- Students are provided with:
- On-site individual/group training
- Centre-based training equipped with rehabilitation facilities
- Teachers and childcare workers are provided with:
- On-site professional consultation and training for teachers, including class observation, demonstration, talks/ workshops/ seminars
- Parents and caregivers are provided with:
- Training programmes such as groups, talks and workshops, consultation, counselling and referral services
