香港小童群益會始創於1936年，一直本著「培育新一代，攜手創未來」的宗旨，關注兒童的身心健康發展，重視兒童為本及其福祉的保護，為兒童、青少年及其家庭提供多元化的專業服務。 行政長官於十月十六日發表任內第三份施政報告，本會現就有關內容有以下回應及建議：

The Boys' and Girls' Clubs Association of Hong Kong (BGCA) is committed to the focus of "Nurture the Young, Create the Future" and providing comprehensive services that cater to the wellbeing and development of children and youth. We hope that the contents of the Chief Executive's 2024 Policy Address will create the conditions conducive to their development and foster a child and youth-friendly growth environment that lets them realise their potential and contribute to society. In this regard, we put forward the following recommendations for services directed at children and youth:

The Boys' and Girls' Clubs Association of Hong Kong (BGCA) was founded in 1936 with the mission "Nurturing the Young, Create the Future". We are committed to promoting the physical and mental health development of children, emphasising a child-centric approach to protecting their wellbeing and providing a wide range of professional services for children, youth and families.

The Boys' and Girls' Clubs Association of Hong Kong (BGCA) is guided by the goal of "Nurture the Young, Create the Future" and is committed to creating a socially-conducive environment for the healthy growth of children and youth. In addressing the issue of child abuse, BGCA upholds a zero-tolerance policy and supports legislation, as we believe that children should not be subject to any form or degree of harm during their development. Children often find it difficult to express their feelings verbally, nor can they actively avoid risks on their own. As stakeholders in this society, it is even more important that we adopt a child-centred approach and work together in our respective roles to create a safe environment for children to grow in. The Legislative Council is currently reviewing the Mandatory Reporting of Child Abuse Bill and the Mandatory Reporting Guide. BGCA has the following comments:

The Boys' and Girls' Clubs Association of Hong Kong (BGCA) upholds the vision of "Nurture the Young, Create the Future " and is committed to providing holistic services to children and youth to support their wellbeing and growth. After the Financial Secretary released the 2024-25 Budget on 28 February, we are pleased to see policies aimed at promoting the steady development of the local economy, strengthening confidence in various sectors, seizing opportunities, promoting development, and also caring for the community and creating a friendly environment for the growth of our children and youth. Here are some of our thoughts.

With a mission to “Nurture the Young, Create the Future”, the Boys’ & Girls’ Clubs Association of Hong Kong (BGCA) is dedicated to the welfare and development of children and youth by providing a wide range of services. We anticipate that the 2024-25 Budget will promote the development of Hong Kong into a more inclusive community where the public can better share the achievements of economic development, so as to build a child and youth friendly environment for children’s development, unleashing their potential and contribute to the society.
